This report by the Minnesota Probation Standards Task Force applies to both juveniles and adults under community supervision and incorporates findings from reports and written information, testimony from corrections professionals throughout the State, and intense debate and discussion between Task Force members.
Abstract
The first section of the report summarizes the major findings gleaned from public testimony and a review of the literature; the second section presents recommendations for each of the Task Force's legislative directives; and the final section summarizes relevant data. The findings indicate that the State's probation service is underfunded and overburdened, with the consequences being a compromise of public safety, unrealistic expectations of probation, a lack of justice for victims of crime, an eroding level of service provided to the courts, and inadequate offender rehabilitation. The choice for Minnesota lawmakers is either to allow major service cutbacks in order to maintain minimum standards of probation service for more serious cases, or to add resources to probation. 5 appendixes and 24 references
