This paper profiles the Russian Federation's method of collecting, analyzing, and using crime statistics to enhance crime control.
Abstract
Crime data are collected by various agencies who have jurisdiction over particular types of crime. The crime-related data collected pertain to the place, means and techniques of crime commission, object of the crime, and the victim; the results of the investigation (offender characteristics, motives, compensated damage, and items seized); progress in an investigation; and offender information. Various agencies that collect criminal justice data present a report on registered, cleared, and uncleared crimes; a report on offenders; and a uniform report on crime. All reports are forwarded to the Main Information Center of the Russian Ministry of the Interior. An analysis of crime statistics by region is conducted to determine which regions have serious crime problems and why. These findings govern crime-control planning and action in those jurisdictions. Another function of the criminal justice statistics is the assessment of various types of law enforcement activities in terms of their impact on crime. A study of crime patterns also assists in the development of investigative techniques.
