This agreement of the member states of the Council of Europe, who are bound by the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, is designed to supplement that convention and enhance the effectiveness of its provisions.
Abstract
This agreement covers definitions; international cooperation in terms of jurisdiction, assistance to flag states, vessels without nationality, basic rules on authorization, rules governing action, enforcement measures, execution of action, operational safeguards, rules governing the exercise of jurisdiction, and costs and damages. The final provisions of the agreement deal with issues such as signature and entry into force, accession, relationship to other agreements and conventions, amendments, and settlement of disputes.
