This article describes the community policing program implemented in Ottawa, Ontario, beginning in 1989.
Abstract
The city has four community police centers, representing an innovative method for meeting public needs for police services. Each community police center places operational decisionmaking powers at the level of constable, where the needs of the community can most effectively be analyzed and met. The definition of community policing is based on partnership, empowerment, problem solving, accountability and authority, and a service orientation. The article compares and contrasts the traditional versus community policing paradigms. Other features of the community policing program are its reliance on volunteers, proactive approach, promotion of trusting police-community relations, and emphasis on personalized police service. The article also outlines job descriptions for district inspectors, sergeant of community police centers, constables in charge, field constables, steering committees, and volunteers.
