Data regarding the tracking of spouse abuse cases through the police, criminal justice, and correctional systems in Manitoba are presented.
Abstract
This Tracking Study follows spouse abuse cases, starting with reports to police, and includes interviews with victims, interviews with key informants, e.g., police, prosecutors, defense counsel, judges, probation officers, and other personnel involved in services and treatment, and court monitoring in Family Violence court. The study was conducted in three sites: Winnipeg, Brandon, and Thompson. The tracking began June 1, 1991 and continued until May 31, 1993. This Working Document describes the findings and provides recommendations for change. The study notes that, subsequent to the beginning of the study, a zero tolerance policy for domestic violence cases was implemented throughout the system. The impact of this policy is discussed; however, further research is recommended to assess the policy's overall impact. Tables, figures, appendixes
