The juvenile justice advocacy program focuses on a core defense of juvenile court law and its underlying principles, including the tenet that children are a precious resource in society and the belief that children who misbehave and break the law deserve our full attention and a meaningful effort at rehabilitation. During 1994, Commonweal tried to build support for services, programs, and community organizations working to reduce the risk factors that promote crime and juvenile delinquency. It also focused on discouraging proposals to expand California's already massive youth corrections capacity while reducing or eliminating treatment. Specific efforts focused on juvenile court waiver, confidentiality for juveniles, juvenile sentencing, juvenile jailing, juvenile facility inspections, juvenile justice economic reform, and juvenile crime and violence prevention.
