This documents highlights the activities of the Edna McConnell Clark Foundation in fiscal year 1994.
Abstract
The foundation operates five current programs which dispense grants through the program for children, program for homeless families, program for justice, program for student achievement, and program for tropical disease research. Program strategies generally involve identifying a social problem, rethinking conventional approaches to it, developing and testing various interventions, and seeking policy reform and system changes to institutionalize best practice. The Foundation's Program for Justice recognizes the violent and dangerous offenders must be imprisoned, but challenges policymakers to develop economical, humane, and effective systems of criminal sanctions for adult offenders. For more than 20 years, the program has supported litigation aimed at rectifying unconstitutional conditions in prisons across the country. In 1994, the foundation funded a planning process in six States to identify their priorities for correctional reform.
