This annual report on bias incidents committed in New Jersey is based on reports submitted to the Uniform Crime Reporting system by State law enforcement agencies.
Abstract
In 1994, State law enforcement agencies reported 895 individual bias incidents, resulting in 1,029 specific bias offenses in 1994, a decrease of 22 percent from 1993 figures. Harassment accounted for 33 percent of all offenses and criminal mischief and damage to property another 35 percent. Racial bias was the reported cause of 55 percent of all 1994 reported incidents. Blacks were the most frequently targeted racial group for bias crime, Jews the most frequently targeted religious group, and Hispanics the most frequently targeted ethnic group. Thirty percent of all bias incidents occurred in a home. Two hundred forty-one persons were arrested as a result of bias incidents; the involvement of organized hate groups was not proven in any of the reported incidents.
