The NDCS describes a drug-specific approach for cannabis, cocaine, heroin, and other dangerous drugs. It recognizes that both short-term and long-term goals should be realistically identified, that intelligence and epidemiology resources should be fully utilized to direct resources to the points of greatest vulnerability for a specific drug threat, and that drug-specific action plans will enable the Office of National Drug Control Policy to prioritize resources. The NDCS also indicates that drug-specific action plans will be more responsive to State and local concerns and more compatible with foreign efforts. The strategy focuses on producers, processors, transporters, organizers, wholesale and retail distributors, impaired users, at risk individuals, and nonusers. Community-oriented drug control policy initiatives are described, and the extent of the drug problem for specific drug types is detailed.
