Expenditures in this area are proposed to increase significantly in the budget year, mainly due to the governor's State-county restructuring proposal, which includes major increases in State funding for the support of local trial courts. The budget also assumes the receipt of large amounts of Federal funds to offset the costs of incarcerating and supervising undocumented felons. In addition, the budget proposes large sums to provide full funding for caseload-driven programs in the Department of Corrections. Recommendations related to the budget are the monitoring of the implementation and fiscal impacts of the Three Strikes and You're Out law and the enactment of legislation to establish a State policy direction for the use of the Federal funds under the 1994 Federal crime bill.
