Court orders handled by the probation service reached 111,000 in 1994, the highest level ever and 11 percent higher than in 1993. During the year, 49,000 people began a probation order, 14 percent more than in 1993. The starts of community service orders reached their highest level ever at 50,000, a 4 percent increase over 1993. More than 12,000 people started combination orders in 1994 compared with 9,000 in 1993, the first full year of this new order. A total of 233,000 pre-sentence reports were prepared in 1994, a 12 percent increase over 1993. Figures and tables
