This article provides local law enforcement agencies with ways to manage street parties and other major events.
Abstract
The focus of the article is on helping to change public opinion about the costs and benefits to the community of such events. The example used here was the annual celebration in Stillwater, Oklahoma. While townspeople and local businesses saw the party as a way to bring citizens together and generate revenue for the local economy, the police department realized that most of the party-goers came from out of town, brought their own food and drinks, and often became highly intoxicated. The cost of the event had to be calculated in terms of the need for additional police resources and the efforts of other city agencies in planning and managing the party. Police helped the town change the tenor of the party by banning the consumption of alcohol in outside public places, turning the party into a month-long celebration, and emphasizing the event as a family-oriented reunion. 2 notes
