The organizational department would consist of the executive force (board of guardians) and the institutions and instruments through which it would act upon society and the criminal. These would include a State police or constabulary, primary schools, reform schools, district reformatories, a graduated series of reformatory institutions for adults, and separate reformatories for women. The department of legislation would be responsible for laws pertaining to the government of the board of guardians and for laws providing for the control and custody of criminals. The administration of prisons should be characterized by inflexible purpose, based upon a firm foundation of principles. The author called for the intellectual education of all adult prisoners, founded on the cultivation of Christian character.
