This report documents more than 22 years of juvenile death sentencing under modern capital punishment laws; over this period, the annual juvenile death sentencing rate and the juvenile death row population remain small compared to that for adults and amount to about 1 and 2 percent of the totals.
Abstract
A total of 140 juvenile death sentences have been imposed since 1973; only 42 remain currently in force. Nine have resulted in execution, and 89 have been reversed. The great increase in arrests of juveniles for potentially capital crimes has not resulted in a comparable increase in juvenile death sentencing or the number of juvenile offenders on death row. However, the 1990's may bring an increase in actual executions of juvenile offenders. One juvenile offender was executed in 1990, another in 1992, and four during the last 6 months of 1993.
