The first three sections of the report describe the variable form that enforcement measures, harm reduction initiatives, and drugs markets can take. A strategic approach toward drug law enforcement must understand how these three areas, and the organizations within them, affect each other. Evidence on the relationship between drugs and crime is inconclusive. Different types of performance indicators are identified in the report; some attempt to provide information on the more intangible outcomes of interventions, while others relate to inputs and the quality of system processes which determine how resources are used. Input and process indicators provide invaluable information about systems and resource inputs which directly affect outputs and outcomes and provide the context within which the information provided by output and outcome indicators has to be interpreted. 14 tables, 6 figures, and 63 references
