This report examines the marketing of the materials to be produced by a Correctional Resource Recovery Facility located in Folsom, Calif., and expected to produce the entire range of components of materials from municipal wastes.
Abstract
The study was part of an interagency project involving California's Prison Industry Authority and the California Integrated Waste Management Board to transfer technological experience acquired through the full-scale implementation of the correctional resource recovery facility. The operation uses the labor of State prison inmates to process the wastestream of client municipalities. The factor that makes the marketing of these materials unique is the unprecedented level of manual material separation, reseparation, and processing available to the process. Two unique conditions at the Folsom facility are the generation of significant quantities of materials such as mixed plastics and mixed paper grades that pose challenges in marketing of recyclables and the unique potential end uses through correctional industries and the availability of State lands to the Prison Industry Authority. The Folsom experience will help guide the marketing at other California sites. Tables
