This issue of the journal focuses on the complex problems resulting from the use of modern technologies (such as physical protection devices, detection and surveillance devices, identification devices, communication technologies) to enhance society's security.
Abstract
The first sequence of four articles examines the integration of new security resources: technology use by the police, and its relation to the criminal sciences and the legislative process; the German police and their adoption of new technology; and the reliance of private security on technological devices. The second sequence explores the impact of the new technologies on social and organizational structures: the use of video surveillance in a shopping center and in the Transport Authority of the City of Paris; the sensitive hospital climate coming to terms with modern security; and the use of technology in situational crime prevention. The third sequence, a round-table discussion, raises the problems of regulating the new technologies from the perspective of a business owner, elected official, police officer, customs officer, and lawyer. In trying to formulate a regulatory policy, this discussion clearly demonstrates the tensions existing between public and private sector, between public interest and individual liberties, and between technological know-how and social usefulness.
