Police agencies are discussed with respect to whether which governmental or administrative organization should be responsible for the creation of the regulations governing policing and whether police organizations should take part in developing the legislation governing their own activities.
Abstract
The discussion focuses on police organizations as administrative organizations that have responsibilities other than administration. Police agencies are considered to be part of the executive branch of government. A consensus exists that policing must be regulated by law. The paper does not examine whether the laws regulating policing are an essential part of the legal system; instead, it focuses on how and by what agencies regulations governing policing are developed.
