The 1994-1995 annual report indicates that specific JRA goals are to maintain institutions, community placements, and community supervision services that provide security commensurate with an offender's risk to public safety; provide specific treatment interventions that reduce illegal behavior; provide academic, social, and health services for juvenile offenders that enhance their development; and promote community alternatives that preclude the institutional confinement of less serious juvenile offenders. A functional organization chart of the JRA and a youth corrections client flow chart are included, and data on JRA expenditures and staffing are provided. Data are also tabulated on the JRA population, available beds, and changes in the population served by the JRA. The annual report covers alternatives to commitment, community-based diagnostic programs, community programs, and juvenile correctional facilities. Special programs of the JRA are described that focus on sex offenders, substance abuse, mental health, cultural diversity, employment and occupational services, and family intervention.
