Tactical Surveillance Teams (TSTs) are police units dedicated to stopping violent or chronic offenders.
Abstract
Unfortunately, many police agencies faced by budgetary restraints have eliminated their crime surveillance units. However, the criminals once targeted by surveillance units continue to proliferate; TSTs could be the remedy for the future. Like Special Weapons and Tactics (SWAT) teams, TSTs receive special training and can be activated for emergencies or for long-term investigations. This article describes the experiences of a Michigan sheriff's office and a posting of the State Police in establishing a TST in late 1990 in terms of target selection criteria, training, equipment, jurisdiction and liability, standardization of forms, and the results, which clearly validated the team and the part-time multijurisdictional concept upon which it was based. 1 note
