Based on more than 2,000 reports of military actions supporting drug law enforcement, this document presents observations and lessons intended to improve the quality and efficiency of counterdrug support by sharing successful techniques, tactics, and procedures.
Abstract
The lessons relate to eight missions: surface reconnaissance, surface surveillance, aerial reconnaissance, aerial surveillance, aerial transportation support, cargo inspection, aerial photo reconnaissance, and support of administration and other functions. Topics include clandestine underwater searches, the use of weather data, signs of aircraft activity, command and control, refueling, listening and observation posts, indicators of smuggling, cooperation between law enforcement agency response teams and military personnel, and operations security. Other topics include the analysis of lighting conditions, the use of local air crews familiar with the terrain, communications equipment, training of cargo inspection personnel regarding the recognition of potentially hazardous materials, priorities in processing support requests, and the use of rental vehicles.
