One index crime was reported about every 2.5 minutes in Wisconsin during 1994. The 201,337 index crimes in 1994 represented a 2 percent decrease from the 1993 total. A total of 423,574 arrests were made in 1994; while total adult arrests increased by 1.7 percent, juvenile arrests increased by 11.4 percent. The 1994 crime rate for Wisconsin was 3,977.9 index crimes per 100,000 residents, a figure 28 percent lower than the 1993 national crime rate of 5,529 per 100,000 residents. Overall, 26.6 percent of index crimes were cleared. Violent index crimes increased by 3.2 percent in 1994 and increased by 46.8 percent between 1984 and 1994. The 39.4 percent property recovery rate in 1994 was higher than the 32 percent recovery rate in 1993. Nearly 62 percent of all murder offenders were between 15 and 24 years of age. The number of sexual assaults decreased by 12.6 percent, from 7,487 in 1993 to 6,546 in 1994. Over half of all robberies involved the use of a firearm, aggravated assaults increased by 7.6 percent in 1994, the number of burglaries decreased by 17.6 percent between 1984 and 1994, arson increased by 9.6 percent in 1994, and 39 hate crimes were reported in 1994. Over 63 percent of those arrested for motor vehicle theft in 1994 were juveniles. Persons between 18 and 20 years of age accounted for nearly 53 percent of the 35,344 arrests for liquor law violations. Six law enforcement officers were killed while performing their duties, and four were feloniously killed.
