Project Papillon assumes that criminal behavior has its roots in offenders' failure to develop important learning, social conduct, and personal growth skills. The project is a program for personal change that focuses on self-regulation and self-management to develop individual employment marketability. Treatment is a learning process that is based on individual evaluation and accomplished through a step-by- step combination of classroom instruction and the individual application of skills and competencies by offenders in their own living environment. Learning takes place through an interlacing loop of instruction, practice, and performance feedback. The content includes basic academic education, social learning and personal skills development, general literacy and knowledge development, and the documentation of individual development and program participation. Instruction can be provided in classrooms, through video presentations, and through electronic or personal tutorial sessions.
