This futures research project examines strategies to enhance the image of law enforcement agencies by the year 2004, strategies that address law enforcement's interaction with ethnically diverse communities, the role of technology in enhancing law enforcement's image, and methods to improve public confidence in the police.
Abstract
Strategic and transition management plans for enhancing the image of police agencies are described that encompass community neighborhood associations, minority leaders, elected officials, and police department staff. Components of these plans include a professional marketing plan, a community advisory board, technology innovations, and project specialists. Trends and events are identified and incorporated into futures scenarios using the Sacramento, California, Police Department as an example. Management strategies to improve public confidence in the police are described. Supplemental information on the futures study is appended. References, endnotes, tables, graphs, and charts
