This study examines the future state of domestic-based terrorism and the ability of mid-sized law enforcement agencies to effectively manage a potential incident by the year 2005.
Abstract
The study includes a model strategic plan to assist police agencies in the development of proper planning and organizational skills and a transition plan for the California law enforcement community. Specific trends considered in the futures study include the level of intelligence gathering allowed by the court system and the degree of security measures tolerated by society. Significant events include the bombing of a location that results in a large number of deaths and the tainting of a local water system. The recommended strategy for dealing with domestic-based terrorism focuses on developing a network of stakeholders to monitor, identify, and prosecute those involved.
