Abstract
The guidelines emphasize the concept of total quality management, including conformance to requirements, prevention, a performance standard of zero defects, and the measurement of quality. Individual sections explain the benefits of training to the supervisor, the security personnel, and the organization; the characteristics of effective training; and the history of training for security professionals. Additional sections focus on the development of instructional objectives and lesson plans, the role and responsibilities of the security instructor, the training environment, testing and recordkeeping, the evaluation of training, the use of prepared training programs, and the use of audiovisuals. They also explain the difference between training and education, the concepts of on-the-job training and skill building, and specific techniques for use in developing each aspect of a training program.
