The participants represented victim/witness centers, support groups for victims of homicide, law enforcement, the judiciary, and affected State agencies. Their recommendations focus on five issues: restitution, allocution, notification, offender programming, and system improvements. Recommendations include simplifying and consolidating existing restitution laws, making restitution collection a higher priority in corrections agencies, and expanding the sources of restitution to any resources of the offender. Other actions recommended include making victim impact awareness efforts a basic component in corrections education and treatment programs, expanding opportunities for victims to provide input on specific parole conditions, improving notification procedures, and providing more leadership and training on victim issues.
