A panel of experts identified 10 trends believed to be most descriptive of the study issues; these included, inter alia, alcohol industry lobbying of local regulations, public safety funding, law enforcement's role in prevention and training, neighborhood activism and community involvement, and a shift in government funding and prevention dollars. In addition, panel members identified events most likely to affect the issue; some of these involved giving the State Department of Alcohol Beverage Control more power to regulate and enforce the law, mandating density limitations for alcohol outlets, giving municipalities revocation authority, increasing the alcohol tax, and requiring alcohol companies to match their expenditures on advertising with contributions to a national fund for alcohol prevention and education. The panel then drafted strategic management and transition management plans designed to help police agencies to consider alcohol policy planning as a valid crime reduction strategy. 25 tables, 26 notes, 44 references, and 4 appendixes
