Part of the research focused specifically on the services for 17-year-olds. Responses came from 110 of the 117 social service departments, including 67 metropolitan and London borough councils and 43 county councils. The survey covered pretrial services, bail, remand, and sentencing issues. Participants provided information about whether local resources were available throughout the local government area or were restricted to major towns or cities. Results revealed that the availability of community-based services varies widely across the country, particularly for 17-year-olds. Overall, findings revealed an alarming number of gaps in what should be basic provision, as well as a level of inconsistency between areas. Findings indicated the need for both guidance and additional funding for specific services. Further research is also needed regarding the quality and effectiveness of service provision. It is recommended that additional funding for work with youth be invested in community provision and that the government accept the same responsibility for ensuring adequate community services that it now does for custodial institutions.
