This paper analyzes the role of technical assistance related to crime prevention and criminal justice in strengthening the rule of law.
Abstract
The paper discusses forms and content of international cooperation and technical assistance in these areas, and points out impediments to international capacity-building cooperation, mutual legal assistance, extradition, and other judicial cooperation. The role of the United Nations Crime Prevention and Criminal Justice Program in providing practical technical assistance is discussed in terms of program capacities and current activities. The paper concludes with several recommendations involving a new strategy for international cooperation and technical assistance, designation of a United Nations crime prevention and criminal justice day or week, and a blueprint for practical action. 25 notes
