This manual presents step-by-step instructions and sample forms and documents for use in establishing and operating a drop-in child care center in a courthouse.
Abstract
Individual sections explain how to conduct and document a needs assessment, define eligibility criteria, inform court personnel about the child care center, establish a board of directors and advisory committee, develop an agenda for the center, and develop a statewide plan for child care in the courts. Additional sections focus on the start-up process and budget, the development of a reasonable operating budget, sources of in-kind contributions such as volunteers and other resources, methods of generating revenue, public and private funding, management options, insurance and liability issues, security and safety, program evaluation, and quality standards. Further sections explain how to find and equip the space, the topics to cover in administrative policies and procedures, qualifications and hiring of the teaching staff, the program content, and parent relationships. Sample survey documents, budgets, contracts, press releases, parent opinion surveys, activities schedules, and lists of references and resource organizations.
