The MOEs were intended to provide guidance to Border Patrol units to maintain a high degree of surveillance and to intervene, as necessary, in border violations. Data were collected by means of interviews with staff and an analysis of documents. A senior task group of experienced analysts and policymakers familiar with border patrol operations was assembled to obtain the data and develop recommendations. Recommendations focused on the flow of crossings by illegal aliens, technology to increase the probability of interceptions, infrastructure, operations, and legal issues. Actions recommended included initiating a 30-day counting exercise by the San Diego station, establishing a mobile counting operation at crucial crossing points, using microelectric mechanical systems and audiovisual systems, using helicopters from air units, using pepper spray for crowd control, speeding the installation of the planned Immigration and Naturalization Service fingerprint/photograph identification system, broadening legal sanctions against violators, and other measures.
