Mansfield had a population of about 51,000 people at the time the study was conducted. Data were gathered from the city's unemployment bureau, its police department, its board of elections, and the United States Department of Commerce. The data included crimes for 1992 and 1993, police calls for service from specific voting wards in 1992, unemployment rates, voting turnout, and intelligence on street gang names and turfs. These data were analyzed to determined the locations of potentially dangerous areas such as inner-city housing projects, street gang hangouts, places where police officers do not patrol routinely, and areas of low socioeconomic conditions. Results revealed that patrol zone three was a high crime area and a potential risk zone for officers serving in it. Because of the research gathered from the 1994 risk zone study, Mansfield's police department has added preventive programs in the area, including community participation policing, neighborhood watches, routine patrols, and increased police presence.
