Following a review of the project's history, the scope of the work is described. This encompasses site selection, curriculum development, participant and trainer selection, pre- workshop activities, evaluation design, and additional benefits to the National Institute of Justice, the sponsor of the workshops. Key events and evaluation results from each of the eight workshops are then reported. Five tables show workshop flow and activities at each of the sites. This report recommends that a national survey be conducted to assess the current state of community-oriented public safety, using written and on-site assessment instruments. Based on the data from such an assessment, the report recommends that a series of training workshops, tailored to the needs of the individual jurisdictions, be conducted. Also, technical assistance and expertise should be provided to selected jurisdictions based on assessments and training results. Further, the report recommends that an independent evaluation of the project and its results be conducted, so as to determine how the quality of life of individual communities has changed as a result of the implementation of community policing. Eight appendixes include a syllabus, a work book, and a source book on community-oriented policing. Also appended are an evaluation form, a participant list, and a sample certificate of workshop completion.
