Based on the best data currently available and on the combined available expertise of member agencies of the National Narcotics Intelligence Consumers Committee (NNICC), this report presents a comprehensive assessment of the worldwide illicit drug situation in 1991.
Abstract
The status of the supply of each type of illicit drug is discussed and data are provided. Data and information on cocaine focus on availability and use in the United States, developments in source regions, and developments in other nations. The section on availability and use provides information on accessibility, price, and purity; use; and trafficking. Information on developments in source regions encompasses Peru, Bolivia, and Colombia. Developments in other nations focus on Argentina, Brazil, Ecuador, Paraguay, Suriname, Venezuela, Europe, and the Far East. Similar information is provided on opiates. A discussion of global developments encompasses Southeast Asia, China, Hong Kong, Malaysia, Latin America, Southwest Asia, Europe/Middle East, and Africa. Information on cannabis considers source regions in Latin America, Southeast Asia, Middle East, North Africa, and Southwest Asia. A section on chemical diversion and dangerous drugs considers the Chemical Diversion and Trafficking Act of 1988, dangerous drugs, steroids, and clandestine laboratories. Information is also provided on stimulants, hallucinogens, depressants, benzodiazepines, narcotics/analgesics and heroin substitutes/supplements, and controlled substance analogues.
