Countries participating in the summit were Peru, Bolivia, Ecuador, Colombia, Venezuela, Mexico, and the United States. Their representatives discussed specific elements of the Andean strategy for drug control, including regional information sharing, control of air space, and chemical control. The participants also issued a joint declaration on specific steps to be taken. Speakers at the congressional hearing included the Assistant Secretary of State, Bureau of International Narcotics Matters; the Deputy Assistant Secretary of State, Bureau of Inter-American Affairs; and the Administrator of the Drug Enforcement Administration. They reported that the bilateral and multilateral initiatives begun under the Andean Strategy have put the cocaine industry on the defensive, strengthened the political will of the Andean countries to address drug trafficking, and set objectives for sustaining the effort in the future. It was also noted that the United States is the largest consumer of illicit drugs in the world and that both victories and setbacks occurred in the efforts to address this problem in 1991.
