Speakers included a senator and representatives of the American Horse Protection Association, Humane Society of the United States, Jockey Club, Harness Tracks of America, Thoroughbred Racing Association, Thoroughbred Owners and Breeders Association, National Association of State Racing Commissioners, and Horsemen's Benevolent and Protective Association. They discussed the proposed legislation, whether oversight of horseracing should be left to the operation of racing states, whether the Federal Government should set minimum standards in this area, the effectiveness of State and industry efforts to check drug abuse related to horseracing, and the nature and extent of the problem. Other topics included the lack of enforcement of current State regulations, cost issues, and the interstate nature of horseracing.
