Abstract
This manual is a reference to all statutes, regulations, policies, procedures, and other information related to the formula grant provisions and requirements of the JJDP Act. It serves as a desktop reference to relevant information and documents that State juvenile justice specialists and advisory group members often use in performing their responsibilities. The manual is divided into three chapters, a glossary, and many appendixes. The information presented on each topic contains the relevant statute, regulations, policy/legal opinions, and other information. The first chapter contains information on legislative authority and funding. Chapter 2 addresses the State plan development process and requirements. This encompasses the updating of a 3-year plan; a designated State agency; the State Advisory Group; consultation; an analysis of juvenile crime problems and juvenile justice needs; technical assistance needs; and submission, review, approval, and appeals. The third chapter discusses the general implementation of the formula grant requirements. Twenty-four appendixes provide supplementary information.
