This annual report of the Israel Police for fiscal year 1994 addresses police organizational structure, police responsibilities, expenditures, personnel, and statistics.
Abstract
A statement from the Police Commissioner presents the strategy of the police. The areas of standard police activity involve classic enforcement operations and a daily security operation. Police activity intensifies when there are severe terrorist attacks and large-scale public order events. The Israel Police are currently undergoing a process of organizational development designed to provide flexibility of forces for various operations and the ability to focus large forces for complex operations. This procedure is accompanied by a crisis in personnel power and reduction in resources. This report includes sections on budget, personnel, international relations, community relations, technological development, computerization, patrols, traffic, bomb disposal, and crime and investigations. Also discussed are intelligence and detective work, drug enforcement, the civil guard, the border guard, and the counterterrorism unit. Tabular and graphic data associated with various police responsibilities are presented.
