The data reveal increases in the jail and house of correction populations in 1993 and 1994. The major component of the increase was reported to be in the misdemeanor, municipal, and pretrial populations. The total system population is controlled by the number of bookings and the length of stay. Major findings in May and June 1994 as well as the end of the year were the increase in bookings and the decrease in the length of stay. Over a 3-year period, the jail population doubled; the percentage of pretrial misdemeanants doubled; total CJF bookings doubled; and misdemeanor, traffic, and ordinance bookings doubled. However, neither case filings nor arrests doubled. In May 1995 the Criminal Justice Coordinating Committee recommended system changes addressing the court intake process, electronic monitoring, and outstanding bench warrants. The County Board and County Executive are now considering these recommendations. Figures and tables
