This manual is intended to assist the chemical industry in understanding its responsibilities under the Chemical Diversion and Trafficking Act of 1988 and its implementing regulations.
Abstract
The law placed under Federal control the distribution of 12 precursor and eight essential chemicals used in the manufacture of illicit drugs such as cocaine, heroin, PCP, LSD, and methamphetamine. It also plans the distribution of tableting and encapsulating machines under Federal control. It requires that all manufacturers, distributors, importers, and exporters of these chemicals or machines maintain retrievable receipt and distribution for 4 years for precursor chemicals and machines and 2 years for essential chemicals. Handlers of listed chemicals should be aware of the possible misuse of the chemical being distributed and must maintain distribution records for review by the Drug Enforcement Administration. Individual sections of the manual list the chemicals covered; explain the content, maintenance, location, and availability of records; suggest a format for reports to the Drug Enforcement Administration; and describe other requirements.
