The first chapter discusses whether hate crimes are a serious problem in terms of anti-semitic violence, violence perpetrated against homosexuals, and crimes against whites. Contributors to the second chapter explore the issue of limiting racist hate speech in terms of censorship and freedom of speech, and the effectiveness of such limitations on fighting racism. In the third chapter, the authors discuss the imposition of special penalties for hate crimes. The final chapter examines the influence of specific groups, including the militia movement, the political right, and white supremacist organizations and churches, on the perpetration of hate crimes.
