The United Nations is not actively involved in the creation and adoption of an international crime code, but the International Law Commission has considered problems associated with such a code and the importance of international collaboration in the criminal justice arena. The history of efforts to establish a permanent International Criminal Court is reviewed, and projects involving the codification of international crimes are noted. A draft statute for an International Criminal Tribunal is included that contains definitions and general provisions and specific chapters on tribunal organs, jurisdiction and applicable law, procedures and standards, penal processes, general institutional matters, judicial assistance and other forms of international cooperation, principles of fairness, and general treaty provisions. Annexes to the draft statute focus on proposed crimes to be handled by an International Criminal Court. References and footnotes
