These papers in this newsletter describe the main provision of the United Kingdom's Criminal Justice and Public Order Act 1994; the process by which crime victims are transformed into offenders; crimes committed by foreigners in four European countries, Korea, and Japan; career development in smaller police agencies in the United States; and criminal justice issues in several countries in the British Commonwealth.
Abstract
The Criminal Justice and Public Order act deals with juvenile offenders, fail, court procedures, DNA analysis, prevention of terrorism, obscenity and pornography, prisons, public order, sex offenses, and other matters. The analysis of psychological and behavioral impacts of victimization notes that the experience of victimization does not affect all people in the same way and does not generate identical responses. The analyses of countermeasures against foreign criminals considers the experiences of France, Germany, Sweden, the United Kingdom, Korea, and Japan and describes the conditions of foreign juveniles who are detained in juvenile classification homes in Japan. The discussion of police career development emphasizes that a comprehensive career development program represents a practical and cost- effective means of improving the morale and productivity of every police officer in the agency.
