This report provides basic information about the California Department of Corrections prison and parole system and trends for 1974-94 for institutions and offenders.
Abstract
The institution population increased from 24,741 inmates in 1974 to 125,605 inmates in 1994. White male inmates declined from 47 percent of the 1974 inmate population to 29 percent in 1994. The percentage of Hispanic inmates increased from 19 to 35 percent, while the black male population remained at 32 percent. The percentage of inmates incarcerated for violent crimes decreased from 57 percent in 1974 to 45 percent in 1994 for male felons and from 39 percent to 26 percent for female felons. For drug offenses the percentages increased from 16 percent to 24 percent for male felons and from 24 percent to 36 percent for female felons. The rate of felon new admissions increased from 25.3 to 128.6 per 100,000 California population. The number of parole violators returned to prison increased from 2,383 in 1974 to 62,480 in 1994. The percentage of design capacity occupied went from 98.8 percent in 1974 to 179.8 in 1994. Figures and tables
