This report presents statistics that show the amounts and types of offenses known to California public authorities and the administrative actions taken by the criminal justice system in 1994.
Abstract
Data on crimes address crime trends for 1952-94 and statistics on violent crimes, property crimes, the value of stolen and recovered property, arson, and clearances. Statistics on arrests show arrest trends for 1952-94, total arrests, felony arrests, misdemeanor arrests, and the personal characteristics of felony and misdemeanor arrestees. Tables on adult felony arrest dispositions encompass the number convicted for various types of offenses and conviction rates. Data on adult corrections address the number of adults under State and local supervision and adults committed to State institutions. Also included are data on criminal justice expenditures and personnel, as well as data on citizens' complaints against peace officers and domestic violence. Comparing 1952 to 1980, the California Crime Index (CCI) rate increased 336.7 percent. After a peak in 1980, the rate decreased 19.7 percent to 3,147.7 in 1994. From 1993 to 1994 the CCI rate decreased 6.5 percent. From 1993 to 1994 violent crimes decreased 6.3 percent in rate; property crimes decreased 6.7 percent in rate. Comparing 1960 to 1994, the felony arrest rate doubled from 1,170 to 2,353. The misdemeanor arrest rate of 4,224.2 per 100,000 population at risk is the lowest for the period. From 1993 to 1994, the rate of juvenile arrests for drug offenses increased 15.9 percent. In 1994 more than six out of ten adult felony arrest dispositions resulted in a conviction. Probation with jail continues to be the most frequent sentence given. Comparing 1960 to 1994, the rate of adults under State supervision has increased 198.2 percent.
