Numerous statistics document the problems of abuse, neglect, and violence that are affecting children today. The Comprehensive Strategy contemplates a continuum of activities from the earliest of preventive activities to the deepest of interventions. Its rests on the six principles of (1) strengthening families, (2) supporting core social institutions, (3) promoting prevention strategies and activities that reduce the impact of risk factors and enhance the influence of protective factors, (4) intervening immediately and constructively when delinquent behavior first occurs, (5) establishing a spectrum of graduated sanctions, and (6) identifying and controlling the small number of violent and chronic juvenile offenders. Many programs based on these principles have already demonstrated positive results. The Comprehensive Strategy and Guide, together with assistance from OJJDP, will aid communities in assessing community needs and developing programs and activities along the entire continuum. By joining prevention and intervention efforts into one continuum model of care and intervention, communities can have a real impact on the problems of juvenile delinquency and violence.
