This report on the second phase of a two-phase planning project by the Tennessee Department of Youth Development (DYD) defines the juvenile corrections programs identified in phase one of a 5-year master plan for juvenile corrections in Tennessee.
Abstract
The program descriptions presented in this report provide the basic outline from which detailed implementation plans will be drawn. The program narratives delineate program goals and the basic services that will be provided. The programs emphasize the two primary goals of DYD: prevention and residential treatment. Prevention involves stopping at-risk youths from becoming adult offenders. The prevention programs described include a local school early intervention program, family counseling and crisis intervention services, community services program, an intensive supervision program, and evening reporting centers. Programs that involve residential treatment are detention/assessment centers, a basic training and classification program, vocational programming, a transition home, a separate and secure housing unit, a program for homeless students, and an independent living program. Other programs described are for juveniles with special needs; programs for female juveniles; and youthful offender programs, which are designed to separate younger offenders from the older, hardened offender so as to maximize the successful treatment and reintegration of both populations.
