After providing an overview of the 1995 work of Maryland's Educational Coordinating Council for Correctional Institutions, this report provides 1995 information on the operational environment, school improvement, the Occupational Skills Training Center, library and information services, and operational data.
Abstract
The Correctional Education Program staff of the Maryland State Department of Education, Correctional Education Program, Division of Career Technology and Adult Learning provided education and library services to inmates of the Maryland Division of Correction and in the Patuxent Institution during fiscal year 1995. These direct services were augmented by a variety of services provided by staff of Maryland higher education institutions by way of contracts with the Department of Education or the Division of Corrections, or through Federal Pell granted funded programs, as well as by numerous assigned inmate aides and civilian volunteers. This work is designed to prepare inmates for success upon release. In addition to the direct work of meeting the individual needs of enrolled inmate students or inmate library patrons, staff efforts are directed at "capacity building." These activities are intended to develop the longer term capability of the program to meet program goals in the future. Major developmental activities are described in this report. Information on the operational environment addresses capital construction, Federal funding, and the loss of college program funding. Information on school improvement considers leadership development for school improvement teams, curriculum development, performance standards for correctional education, and a special education update. Tables on operational data and appended record of council meeting
