One program that has been developed, the Offender Substance Abuse Pre-Release Program (OSAP), is designed as a skills-based cognitive-behavioral program offenders prior to their release from the institutional setting. The primary premise of OSAP is that drug treatment programs must motivate "unmotivated" individuals. This contrasts with the view underlying some programs, that it is the client's responsibility to be motivated to change before treatment can be effective. An overview of OSAP is presented that focuses on treatment components, the treatment process, referral screening and selection, individual counseling, program goals and objectives, and program effectiveness. The author notes that preliminary data from an evaluation of the OSAP are encouraging. 50 references and 5 tables
